Yes Drupal should be able to address these easily.

I wouldn't use strict Tagalog for many reasons, one of them is
regional. It's pretty normal for someone up north who doesn't identify
himself as a Tagalog speaker because the name itself is regional in
origin. So I thought of Filipino, after all, it is the national
language indicated in the constitution.

I also thought of having a simple website frontpage that can be easily
translated to various languages and dialects in the country if
possible (not all pages though!)
