Do I understand you correctly then, that the package could be shipped via UCA but (simply) needs a packaging change compared to Debian or the "regular" Ubuntu packages in Focal or Hirsute?

  Currently there unfortunately seem to be no packaging of the neutron-

  dashboard/) available via UCA.

  There are packages in Ubuntu itself though:

  Would be great of those could be added.
