I don't think the existing package that is synced from debian will work
until we put the enabled files into /usr/lib/python3/dist-
packages/openstack_dashboard/enabled.

  Currently there unfortunately seem to be no packaging of the neutron-
  vpnaas-dashboard (https://opendev.org/openstack/neutron-vpnaas-

  dashboard/) available via UCA.

  There are packages in Ubuntu itself though:

  Would be great of those could be added.
