[Bug 1927279] [NEW] Ceph 15.2.8 fails to start mon on arm64 as jerasure has non relocatable code in linked module

/var/log/ceph/ceph-mon.log reports:

load: jerasure load: lrc load dlopen(/usr/lib/aarch64-linux-gnu/ceph
/erasure-code/libec_isa.so): /usr/lib/aarch64-linux-gnu/ceph/erasure-
code/libec_isa.so: cannot make segment writable for relocation:
Operation not permitted

This is fixed in alpine Linux with patch:
