At the end of each cycle we now delete superceded packages from
-staging, -proposed, and -updates. There is a cloud_superceded tool in
cloud-archive-tools. e.g. './cloud_superseded wallaby updates' that will
look for superceeded packages with published binaries and generate the
list which we then use ./remove-package to drop them. I think that fixes
this bug.

  Orphaned binaries never actually get removed from the UCA pockets:

  Upgrading a neutron server from mitaka to the newton pockets fails
  with:

  The following packages have unmet dependencies:
   neutron-lbaas-agent : Depends: neutron-lbaas-common (= 2:9.0.0~b2-0ubuntu1~cloud0) but 2:9.0.0-0ubuntu1~cloud0 is to be installed
  E: Unable to correct problems, you have held broken packages.

  
  We should update the periodic archive management processes to auto-remove such things!
