Hi Darren,
Did you run apt update after adding the ocata cloud archive?
I've updated https://wiki.ubuntu.com/OpenStack/CloudArchive. That
needed a refresh, thanks.

Title:
Keystone version package for Ocata
Status in Ubuntu Cloud Archive:
Incomplete
Bug description:
I'm testing an install of Ocata OpenStack on 16.04. I ran "sudo add-
apt-repository cloud-archive:ocata" and keystone version 9.2.0 package
was installed. For Ocata, keystone should be version 11.0.0.
Installing an earlier version result in failure to initialize fernet
key repositories. I believe the keystone-manage credential_setup
command works for version 10 onwards.
This bug has been reproduced by another user:

Also, https://wiki.ubuntu.com/OpenStack/CloudArchive#A16.04 needs to be updated for Ocata :)
