[Bug 1669766] [NEW] Keystone version package for Ocata

Public bug reported:
I'm testing an install of Ocata OpenStack on 16.04. I ran "sudo add-apt-
repository cloud-archive:ocata" and keystone version 9.2.0 package was
installed. For Ocata, keystone should be version 11.0.0.
Installing an earlier version result in failure to initialize fernet key
repositories. I believe the keystone-manage credential_setup command
works for version 10 onwards.
This bug has been reproduced by another user: https://bugs.launchpad.net

Also, https://wiki.ubuntu.com/OpenStack/CloudArchive#A16.04 needs to be updated for Ocata :)
