command-not-found tends to get updated near release day (for yakkety).
Can't really do anything about Xenial - command-not-found belongs to
Xenial, not to the UCA so it only understands about 1:2.3.1-2 which does
still have the keystone command.
Marking 'Won't Fix' as we can't fix it for Xenial, but it will get fixed
in yakkety nearer release.

The program 'keystone' can be found in the following packages:

* python3-keystoneclient
Try: apt install <selected package>

In fact, the python-keystoneclient now only provides libraries, the
cli tool has been deprecated for some time and is now completely
removed in favor of OSC, please update the package accordingly.
