The program 'keystone' can be found in the following packages:
 * python-keystoneclient
 * python3-keystoneclient
Try: apt install <selected package>
root at jr-x5:~# apt policy python-keystoneclient
python-keystoneclient:

  Candidate: 1:3.5.0-0ubuntu1~cloud0

In fact, the python-keystoneclient now only provides libraries, the cli
tool has been deprecated for some time and is now completely removed in
favor of OSC, please update the package accordingly.
