Ok my previous assessment was incorrect because I was testing with 3.2.0
installed from pip, which works fine.
2.3.0 installed from pip, however, has the same behavior as the 2.3.0
ubuntu package, and that is the latest release available for Mitaka.
With that said I think this may be an upstream bug, so I'm going to
include upstream python-openstackclient on this bug and see if someone
upstream can take a look.

Version: 2.3.0
Platform: Ubuntu 16.04.1 (64-bit)
* Issuing the command `openstack quota set --floating-ips <N> <project>` has no effect - quota is not modified, no error output
* Other quotas (cores, RAM, instances) can be modified successfully
* Changing the floating IP quota via Horizon works
