Hi Stephen, Thanks for reporting this bug.  I wasn't able to recreate
with a pip installed python-openstackclient so this appears to be
limited to python-openstackclient in Ubuntu.  I'll test with the latest
mitaka point release and report back.

Bug description:
  Version: 2.3.0
  Platform: Ubuntu 16.04.1 (64-bit)

  * Issuing the command `openstack quota set --floating-ips <N> <project>` has no effect - quota is not modified, no error output
  * Other quotas (cores, RAM, instances) can be modified successfully
  * Changing the floating IP quota via Horizon works
