This was deployed as part of the openstack-base bundle. Not sure if

this also caused a popup window when trying to modify volume quota's
in horizon.
adding
[keymgr]
encryption_auth_url=http://10.200.0.16:5000/v3
to cinder.conf seems to have fixed the problem, but a new warning

deprecated and will be removed in the Liberty release. You should set
enable_v1_api=false and enable_v2_api=true in your cinder.conf file.
