[Bug 1518724] [NEW] cinder authorization failed, unable to establish connection

This was deployed as part of the openstack-base bundle. Not sure if this

2015-11-22 03:56:27.117 25576 ERROR cinder.api.middleware.fault [req-

failed: Unable to establish connection to
http://localhost:5000/v3/auth/tokens

this also caused a popup window when trying to modify volume quota's in
horizon.

adding

[keymgr]
encryption_auth_url=http://10.200.0.16:5000/v3

to cinder.conf seems to have fixed the problem, but a new warning

2015-11-22 04:05:44.090 87991 WARNING cinder.api [-] The v1 api is
deprecated and will be removed in the Liberty release. You should set
enable_v1_api=false and enable_v2_api=true in your cinder.conf file.
