Confirmed, note the forever-pending lxc units from trusty-juno bare metal test:

All units have kernel:
linux-generic 3.13.0.71.77
In what is really a different bug, note that everything on unit 0 is using lxc from the cloud archive, whereas all other units are using lxc from distro:

Bug description:
As described in bug 1504781 Trusty kernel versions 3.13.0-66 and newer
require an updated LXC package. When deploying Juno with the lxc
version that's currently in the cloud archive
(1.1.0~alpha2-0ubuntu3.3), containers fail to start. This bug was
discovered while deploying a OpenStack bundle with Juju, that installs
some of the services in LXC contains.
