The huawei modems have a truely horrible hack to switch them from
block device to character device mode, and to add insult to injury
they lock up if you probe the wrong serial port (they expose 4)... and
it races.

So, if it doesn't come up, pull it out and plug it in again; if it
doesn't work after 4-5 times, its probably not this flaw.
