Basically, they don't care to make it easy.
Fortunately, we semi-automated this ;) So what I can offer is that if
you give me a localization file set in any format on earth, I can mash
and mix and get it into source structure for Firefox 3.5 with or without
missing strings added from english and marked as "todo".
Let me know if that's what you'd like me to do :)
