installing -dbg symbols

Here is our conundrum.
Without the debug symbols are useless to us.
The debug symbols are too big to install by default.
Most of the reporters of crashes are new users who are unable or
unwilling to install -dbg and reproduce the problem...and re-upload a
50M report.
Net result.
We are just pissing off users.
To paraphrase Freddy, 'We are wasting our time for no good reason on
dapper crash reports.'
Martin Pitt has done some really good work on the crash reporting system
for feisty.
I think to it would be reasonable to create a 'dapper crash' issue and
then set all dapper crashes as duplicates of the 'dapper crash.'
This gives us a number of advantages.
1. We are not rejecting crashes that could be dealt with at a later
date with the proper tools.
2. We are not wasting our time on crashes that we can't do anything
about.
3. We can work with Martin on improving the feisty crash reporting
system.
4. Once the feisty system is working, we can back port it to dapper and
tackle to dapper bugs.
