new bug helper results page

Hey all,

I finally got around to writing a script to run bughelper for us.  It
takes just under an hour to run. Yikes.  Almost all of the time is spent
setting up and tearing down connections to LP.

It reports on all bug state that have been defined on the /States page
for Fx and Tb.  Let me know what other information you would like pulled
out of the issues reports.
