No work has been done or planned here afaik,

But yeah, if I'm understanding the situation,  `--no-use-pep517` is just
a bandaid to allow our outdated infrastructure to chug along a little
while longer. But at some point someone is going to have to do the
actual work of updating our tooling to modern Python standards.
