Steps to reproduce:
1. Install Ubuntu 22.04 LTS
2. Install jupyter-notebook package
3. Open terminal to launch jupyter-notebook command
$ jupyter-notebook

* default web-browser opened and it shows jupyter-notebook interface after redirection from local html-file to http://localhost:8888

* default web-browser opened with error message
