I'm not sure what you expect. When a download is active, the button shows a progress bar that is being filled with blue as the download progresses, like in your screencast. I assume that in the screencast you click on the button, but the popover showing download details is somehow not captured by the screen recording tool?
In any case, when the download is complete the icon on the button turns blue, until you click it.

Can you elaborate on what you expect, and how that differs from what
you're seeing?
