[Bug 1731737] [NEW] Remove unneeded transitional packages

There are unneeded transitional locale packages in the source because
the transition already happened since Trusty; such as thunderbird-
locale-en-gb and thunderbird-locale-en-us.

There may be other unneeded packages. Please remove all of them.
