Maybe it is sufficient to change the volume only once. PulseAudio seems to store the volume in 
~/.config/pulse/*-stream-volumes.tdb

(at least as long as the file persists, a standard procedure to solve
sound trouble is to remove ~/.config/pulse and to restart the daemon)
