Lightning certainly isn't a core application and you're asking for
additional functionality that has never existed in the package we
provide. In the context of Thunderbird that definitely isn't "high".
"high" would be appropriate if a set of existing translations for the
main Thunderbird UI stopped working, but not for a request for
additional languages for an optional addon that resides in universe
