I'm not sure I fully understand what you are reporting.  Do you have a copy of the bookmarks file but you are unable to re-import it back into firefox?

  I can't import my old bookmarks.
  I have old file *.html with my bookmarks.
- I readed help.  I can't open "import" bookmark because it's not appear.

  If I impvove file "bookmarks.html" in folder .mozilla I wouldn't retrive my old bookmarks...
