It seems this apt.conf line same from old debian installs... I'm not
sure if the fix should be in apt itself or the flashplugin script, but
flashplugin should at least work around it by unsetting APT_PROXIES is
it equals "false" in postinst, line 59.

This is a dup of Bug #409119
