[Bug 681341] [NEW] Restart needed after Gnash->non-free plugin change, but not offered

Public bug reported:

Binary package hint: firefox

On first use, if the user visits a website that requires more flash
features than the default, eg:

  http://w9.ustream.tv/recorded/11061470

then Firefox requests that missing-plugins be installed by displaying a
bar at the top of the screen.  The user can from here click through and
install one of the offered (normally three) plugins via the packaging
system.

After this, the content will still not display until the browser is
restarted, and this is confusing to the user.  Ideally Firefox should
offer the restart option (as it does for certain other changes) when the
install plugins dialogue has completed.
