[Bug 279949] [NEW] Launching apps with multiple tabs cause all tabs to highlight

Steps to reproduce on Intrepid:
  * Start firefox and open 3 new windows on different URLs
  * Do File -> Quit.  When asked about saving tabs and windows, say yes
  * Launch firefox again.  When asked about restoring previous state, say yes

Expected behavior would be that firefox starts up with its windows as
separate tabs in gnome-panel, with none highlighted.

Actual behavior is that ALL firefox tabs are highlighted.
