Found culprit for the original problem:

inside lv language pack .jar, this file: lv/browser/netError.dtd change
line

<!ENTITY deniedPortAccess.longDesc """">

so that there are no 4 quotes in row.

This is quite serious bug: if I enter invalid URL in browser on fresh
Hardy install, I get that yellow error page. That would surely confuse
users.
