A similar problem is in preferences dialog:

open Edit > Preferences > Advanced > Network > Settings and you get
error about invalid dtd reference.

This can be fixed inside lv language pack .jar, this file:
lv/browser/preferences/connection.dtd

Change  this line:
<!ENTITY gopherPort.accesskey """">

to this:
<!ENTITY gopherPort.accesskey "G">
