[Bug 222143] Re: "Report a problem" is confusable with "Report a broken web page"

Thank you for filing this bug. 'Report a Problem' goes to the launchpad
bug report page and it is separated from the group of Help options
related to web site content such as 'Report Forgery' and 'Report Broken
Web sites'. May be it should be more verbose like 'Report a Problem in
Firefox', but certainly it is not related to reporting a broken web site
which is entirely different problem case. Hence, both of these options
can not be combined to a single option. 'Report Broken Websites' is more
verbose and clear on its intention.
