[Bug 181038] Spanish item translation in help menu missing

Public bug reported:

The menu item "Report to Bug" is not translated to any language, neither
Spanish neither Catalan, etcetera.

It was a bug in Ubuntu, LP#85041, but Ubuntu maintainer introduced this menu item with no translation posibility.
The "Report a Bug" sentence is harcoded in firefox source, in browser/base/content/baseMenuOverlay.xul file to be exactly.
