[Bug 222844] [NEW] "New Folder..." creates a new sibling folder, not a new subfolder

Public bug reported:

Binary package hint: firefox-3.0

This same behavior has existed in previous versions of Firefox, and has
always seemed unnatural to me.

Steps to repeat:
1. Do [Ctrl + B] to open up the bookmarks side pane
2. Expand "Bookmarks Menu"
3. Find an existing subfolder (let's call it FolderA) of "Bookmarks Menu"
4. Right click FolderA and then click "New Folder..."
5. Hit "Ok" on the dialog

Expected result (most natural behavior):
FolderA has a subfolder named "New Folder"

Actual result:
FolderA has a sibling folder (that is, a subfolder of "Bookmarks Menu") called "New Folder"

This behavior seems unnatural, as most applications automatically create
subfolders in such a situation. In fact, even Thunderbird will
automatically create a subfolder if you repeat a similar process on a
mail folder.

** Affects: firefox-3.0 (Ubuntu)
     Importance: Undecided
         Status: New

** Tags: bookmarks folder

** Summary changed:

- Doing [Right click > "New Folder..."] on a bookmark folder creates a new sibling folder, not a child folder as expected
+ "New Folder..." creates a new sibling folder, not a new child folder

** Summary changed:

- "New Folder..." creates a new sibling folder, not a new child folder
+ "New Folder..." creates a new sibling folder, not a new subfolder

** Description changed:
