[Bug 222143] [NEW] "Report a problem" is confusable with "Report a broken web page"

Public bug reported:

Binary package hint: firefox-3.0

If you go to the Help menu, you see an option for reporting problems as
well as one for reporting a broken web page.

They are confusable. Ideally, they should be merged, and "report a
problem" should give you a dropdown/radio-choice menu to choose the two
types of problems, one with a spesific site misconfiguration, and
another with a problem with FF.
