For me this doesn't happen in 1.1.4  ... neither gutsy nor debian-sid.

I would suggest that you completely purge the iceape-browser and ensure
that there are no leftovers (except the plugins directory) in
/usr/lib/iceape/ /usr/share/iceape

... maybe you once ran your iceape as root and now you have clutter
which can cause any kind of confusing things.
