I can reproduce this: more information

freddy at omg-gnus:~$ sudo aptitude install libxul-dev
The following packages are BROKEN:
  libmozjs-dev libxul-dev
The following packages have been automatically kept back:
  mozilla-thunderbird
The following packages have unmet dependencies:
  libmozjs-dev: Depends: libnspr4-dev (= 1.8.0.10-3ubuntu1) but it is not installable
  libxul-dev: Depends: libnss3-dev (= 1.8.0.10-3ubuntu1) but it is not installable
              Depends: libnspr4-dev (= 1.8.0.10-3ubuntu1) but it is not installable
Resolving dependencies...
The following actions will resolve these dependencies:

Remove the following packages:
gaim
gaim-themes
libnspr4
libnss3

Install the following packages:
libnspr4-dev [1.8.0.10-3ubuntu1 (feisty)]
libnss3-dev [1.8.0.10-3ubuntu1 (feisty)]

Downgrade the following packages:
libnspr4-0d [4.6.6-2.mt1 (<NULL>, now) -> 1.8.0.10-3ubuntu1 (feisty)]
libnss3-0d [3.11.5-1ubuntu0.mt1 (<NULL>, now) -> 1.8.0.10-3ubuntu1 (feisty)]

Leave the following dependencies unresolved:
gaim-data recommends gaim
xubuntu-desktop recommends gaim
Score is -2112


Followed by more actions to resolve dependencies.
