Problem is still present in Fiesty. I am using plastik theme, but it
also occurs with other themes. Installing the firefox scrollbar fix in
the control centre does not help.

It's actually impossible to provide a screenshot since pressing print
screen causes the scrollbar to redraw correctly. You can see this bug
for yourself by opening a page long enough to make the bar appear and
rolling down on your mouse wheel.
