This problem was caused by having an incorrect Keymap.

If you have a similiar problem you might look into:
System -> Preferences -> Keyboard -> Layouts

I access my desktop from a thin client.  I found after messing around
with this control pannel that Gnome asked me on boot up whether I wanted
to use the X Keymap or Gnome's settings.  I chose X's settings and the
problem went away.
