[Bug 105523] "get help online" produces default start page

Binary package hint: firefox

I booted the i386 livecd 20070411.  After various messings about,
including running firefox for various purposes and then shutting it
down, I selected `Help / Translate this application' from the `Ubuntu
Help Center' (which you get by clicking on the question mark icon in the
panel).  This generated a firefox window visiting the default local
start page and not anything at launchpad.

The same seems to be true for "get help online" and also whether or not
firefox is already running.
