Updating vim-ale package

Our policy and procedure for updating packages in stable releases is
documented here:

  https://wiki.ubuntu.com/StableReleaseUpdates

It is unlikely that a new version of vim-ale would meet the requirements for
an SRU.  However, if you think such an update is important for Ubuntu users,
that's the place to start.

(As far as who maintains vim-ale: this package is synced from Debian and
does not have an Ubuntu maintainer.)
