That version is already present in lunar which will be released as Ubuntu
23.04.
It will not be included in Ubuntu 22.04 (but nothing about that bug requires
an update to 3.11.1).
Fixing this bug requires someone to do the work of preparing a Stable
Release Update

This is a package in universe that is in sync from Debian. It is unlikely
that this issue will end up being prioritized by an Ubuntu developer for
upload.
If you are using libgeos in a project of your own outside of Ubuntu, given
this bug I would suggest you take it from upstream rather than depending on
the system version of the library, which is present largely for supporting
other application software (and language bindings) that Ubuntu ships.
