installation of a file with Parchive

Hello

I received the following file, but i can not install it on my ubuntu 16.04
system (Ubuntu mate  version).

When i click on it, it asks me to use Pypar2, and then i can not install it
because Pypar2 does not work on my computer.

Can you help me?
