Your upstream situation would probably be, that tslib made it's way back to Debian sid, through the normal RFP, ITP, RFS and now sponsoring / maintaining. This all during the stretch freeze, so the migration to testing will take some time.
In case binaries of the old 1.0-X package are still installed, upgrade should run just fine.
