It doesn't seem unreasonable to me for the version of gsoap in Precise
to be more than two years old, given that Precise itself was released
nearly two years ago.

for the policy regarding pushing updates to stable releases. If there's
a specific bug to be fixed, we can do that if somebody prepares the
SRU justification and a suitable minimal patch to packaging (eg. a quilt
patch).

This is unlikely under the SRU policy, but please see
https://wiki.ubuntu.com/UbuntuBackports for an alternative option.
