OCaml 3.11.2 transition

Hello everyone,

There is an ongoing transition to OCaml 3.11.2 which is driven by
Stéphane Glondu. Around 100 packages are in uninstallable state and
need to be rebuilt or synced from Debian. It should come as no surprise
that most of them are in the universe component.

At the moment, 52 outstanding rebuilds are listed in this bug:

Please provide your assistance. (Make sure to use Launchpad bug
assignment feature or other means of coordination.)
