Haskell packages need attention!

I've been deliberately delaying doing this due to Simon Marlow (GHC  
upstream) telling me that GHC will have another point release in the  
near future[0] which will mean a whole new transition. I'm confident  
that we will be able to get this turned around in a short time anyway  
so there's no real worry from that perspective for me. I apologise,  
however, for the fact that most of the Haskell world is uninstallable  
on Karmic and has been for a while. Hopefully it won't be much longer  
now.

Separately, I hope to have the OCaml transition monitor[1] adapted to  
work with GHC soon. That'll help us with the next transition.
