Haskell packages need attention!

I've been deliberately delaying doing this due to Simon Marlow (GHC
upstream) telling me that GHC will have another point release in the
near future which will mean a whole new transition. I'm confident
that we will be able to get this turned around in a short time anyway
so there's no real worry from that perspective for me. I apologise,
however, for the fact that most of the Haskell world is uninstallable
on Karmic and has been for a while. Hopefully it won't be much longer
Separately, I hope to have the OCaml transition monitor adapted to
work with GHC soon. That'll help us with the next transition.
