Sponsorship for removal requests?

I just found

which says that sponsorship is required. I'm going to slightly
reword the section so that it doesn't advise subscribing the archive
admins before mentioning sponsorship.

Also, the bug in question now has a MOTU ACK, so this particular case
is sorted.
