Outdated New Upstream Review proposal on the wiki

Hi,

The New Upstream Review proposal described here seems outdated and  
never upgraded to policy:

The document states that it is only tentative, and the Meetings  
Minutes referred to at the end of the document does not seem to  
finalize the proposal. It mentions the use of interdiff, which is  
deprecated?

I propose as an agenda item for the next MOTU meeting that this issue  
be resolved, and the policy finalized.
