REVU - Cleanup of the "Needs Review" section

I don't particularly like this idea. It sounds an awful lot like
"yeah, we suck and to try to make it not look so bad we're going to
find an easy way to sweep things under the rug". That may not be the
intent at all, but I'm afraid that's the message that a lot of
contributors are going to have. The intrepid -> jaunty change is a
triviality and has absolutely nothing to do with the quality of the
package or its appropriateness for inclusion in Ubuntu. I feel like
since it's our webapp and our responsibility we should deal with the
consequences of people actually using it, not throw away hard work in
order to make our todo list look better.

It would be better, IMO, to shut of review to new packages until we've
taken care of the backlog and perhaps made some improvements to REVU
to make it easier for people to find what they want.
