portaudio2 (19+svn20071207-0ubuntu1) unconditionally disables jack

Hello Package Maintainers ,

There is a bug in the portaudio2 (19+svn20071207-0ubuntu1) package which
is 
preventing it from working with jack. There appears to be logic error in
the
debian/rules file which is unconditionally disabling jack on line 48.

I rebuilt the debs with this line removed and it seems to work fine for
me.

Please could you update the package and remove this bug then gutsy and
hardy users can continue to use jack and mixx together.
